On Twitch it goes by the viewer list: once a minute the bot looks at who is in chat and remembers the last time it saw them. That is why the answer covers people who never write a word. The list holds those who have the CHAT OPEN. Someone watching without chat never appears there — that is what Twitch gives us, not something the bot missed. The bot has to be a moderator: the viewer list is a moderator's right. Kick has no viewer list at all, so there the command answers from message history — that is, when the person last WROTE. A Twitch channel without moderator rights answers the same way.
