Make a clip of the last seconds of the stream — the bot replies with a link.

• !clip
• !clip title – a clip with a title right away.
• !клип – the same in Russian.

The clip is saved to the bot's account. The link works at once; Twitch takes a few seconds to prepare the clip itself. When the stream is offline or clips are turned off on the channel, the bot says so. A random existing clip of the channel — the !clips command. If the channel has its own command with the same name, that one answers. Twitch only.
